  1                      A bill to be entitled

  2         An act relating to appropriations; providing an

  3         appropriation to the Department of Corrections

  4         and authorizing additional positions for the

  5         incarceration of a prison population in excess

  6         of estimated projections; providing an

  7         effective date.

  8  

  9         WHEREAS, the appropriation to the Department of

10  Corrections for the 2002-2003 fiscal year for the costs of

11  incarcerating the state's prison population was based upon the

12  most recent estimate of the Criminal Justice Estimating

13  Conference available at the time of the appropriation, and

14         WHEREAS, the Criminal Justice Estimating Conference

15  subsequently convened on September 25, 2002, and projected an

16  additional population of inmates, which exceeded the previous

17  estimate by 1,973 inmates for the 2002-2003 fiscal year, for

18  which the department has not received an appropriation, NOW,

19  THEREFORE,

21  Be It Enacted by the Legislature of the State of Florida:

22  

23         Section 1.  The sum of $11,178,960 is appropriated from

24  the General Revenue Fund to the Department of Corrections and

25  177 additional full-time-equivalent positions are approved for

26  the department for the purpose of paying salaries and other

27  expenses necessary to incarcerate the additional prison

28  population expected for the 2002-2003 fiscal year, as

29  projected by the Criminal Justice Estimating Conference on

30  September 25, 2002.

 1         Section 2.  This act shall take effect upon becoming a

 2  law.

 5                          SENATE SUMMARY

 6    Provides a supplemental appropriation to the Department
      of Corrections and authorizes additional positions for
 7    the 2002-2003 fiscal year, based upon the most recent
      estimate of the size of the prison population by the
 8    Criminal Justice Estimating Conference.
