13         Senate Amendment (with title amendment) 
14         On page 3, between lines 26 and 27,

16  insert:  
17         Section 3.  This act does not apply to any municipality
18  or county that has a rate of unemployment, as determined by
19  the most recent federal decennial census, that is less than
20  the national rate of unemployment.
