An act relating to medical practice; creating s. 458.3137, |

F.S.; authorizing issuance of temporary certificates for |
4
|
visiting physicians to obtain medical privileges for |
5
|
instructional purposes in conjunction with certain plastic |
6
|
surgery training programs and plastic surgery educational |
7
|
symposiums; providing for issuance of such certificates |
8
|
without examination to applicants who meet specified |
9
|
requirements; specifying the validity period of such |
10
|
certificates; providing an effective date. |

|
Be It Enacted by the Legislature of the State of Florida: |
13
|
|
14
|
Section 1. Section 458.3137, Florida Statutes, is created |
15
|
to read: |
16
|
458.3137 Temporary certificate for visiting physicians to |
17
|
obtain medical privileges for instructional purposes in |
18
|
conjunction with certain plastic surgery training programs and |
19
|
plastic surgery educational symposiums.--
|

|
(1) Any physician who has been invited by both:
|
21
|
(a) A plastic surgery training program that is affiliated |
22
|
with a Florida medical school and approved by the American Board |
23
|
of Medical Specialties; and
|
24
|
(b) An educational symposium cosponsored by the American |
25
|
Society of Plastic Surgeons, the Plastic Surgery Educational |
26
|
Foundation, or the American Society for Aesthetic Plastic |
27
|
Surgery,
|
28
|
|
29
|
may be issued a temporary certificate for limited privileges |
30
|
solely for purposes of providing educational training in plastic |
31
|
surgery in accordance with the restrictions set forth in this |
32
|
section.
|

(2) A temporary certificate to practice medicine for |
34
|
educational purposes to help teach plastic surgery residents of |
35
|
a Florida medical school in conjunction with a nationally |
36
|
sponsored educational symposium may be issued without |
37
|
examination to any individual who meets all of the following |
38
|
requirements:
|

|
(a) Is a graduate of an accredited medical school or its |
40
|
equivalent or is a graduate of a foreign medical school listed |
41
|
with the World Health Organization.
|

|
(b) Holds a valid and unencumbered license to practice |
43
|
medicine in another state or country.
|
44
|
(c) Is a recognized expert in a specific area of plastic |
45
|
surgery as demonstrated by peer-review publications, invited |
46
|
lectureships, and academic affiliations.
|
47
|
(d) Has completed an application form adopted by the board |
48
|
and remitted a nonrefundable application fee not to exceed $300.
|
49
|
(e) Has not committed an act in this or any other |
50
|
jurisdiction that would constitute a basis for disciplining a |
51
|
physician under s. 456.072 or s. 458.331.
|

|
(f) Meets the financial responsibility requirements of s. |
53
|
458.320.
|
54
|
(g) Is applying only in connection with both an American |
55
|
Board of Medical Specialties approved plastic surgery training |
56
|
program affiliated with a Florida medical school and an |
57
|
educational symposium sponsored by the American Society of |
58
|
Plastic Surgeons, the Plastic Surgery Educational Foundation, or |
59
|
the American Society for Aesthetic Plastic Surgery.
|
60
|
(3) A temporary certificate issued under this section is |
61
|
valid for no more than 3 days per year.
|

|
Section 2. This act shall take effect upon becoming a law. |
