evaluation component; requiring the Council for Education |

Policy Research and Improvement to review the pilot |

projects and provide recommendations; providing an |

|
effective date. |

Be It Enacted by the Legislature of the State of Florida: |
13
|
|

|
Section 1. Section 1003.492, Florida Statutes, is created |
15
|
to read: |
16
|
1003.492 Career and technical education pilot projects.-- |
17
|
(1) It is the purpose of this section to authorize the |
18
|
Broward County District School Board and the Duval County |
19
|
District School Board to implement pilot projects that more |
20
|
clearly and systematically blend into the middle school |
21
|
curriculum elements of career and technical education for the |
22
|
purpose of achieving the following goals: |
23
|
(a) Exploring with middle school students how they can |
24
|
successfully live and work in a culturally diverse world.
|
25
|
(b) Helping middle school students recognize their |
26
|
interests, aptitudes, and abilities, and understand adult roles |
27
|
in the world of work.
|
28
|
(c) Helping middle school students understand the broad |
29
|
scope of work and career possibilities available currently and |
30
|
in the future.
|
31
|
(d) Helping middle school students to broaden their |
32
|
aspirations beyond the stereotypes of gender, socioeconomic |
33
|
status, and ethnicity.
|

|
(e) Integrating career and technical education into the |
35
|
general middle school academic curriculum in order to promote |
36
|
intellectual development and the acquisition of higher-level |
37
|
thinking and problem-solving skills.
|

|
(f) Assisting with middle school students' development of |
39
|
social skills, personal values, and self-esteem.
|

|
(g) Working with the families of middle school students to |
41
|
support their children's career aspirations.
|

(2) Beginning in the 2003-2004 school year, the Broward |
43
|
County District School Board and the Duval County District |
44
|
School Board shall implement pilot projects in at least two and |
45
|
no more than four middle schools in each school district |
46
|
designed to meet the goals in subsection (1). Middle schools |
47
|
selected shall be representative of both high and low scoring |
48
|
schools as measured by the Florida Comprehensive Assessment |
49
|
Test. Each pilot project may target all students in each middle |
50
|
school selected for the pilot projects.
|

|
(3) Instructional and administrative staff from each |
52
|
middle school selected for a pilot project and responsible for |
53
|
implementing each project shall consult with their respective |
54
|
regional workforce board, provided for in s. 445.007, in |
55
|
developing each pilot project and to assist in providing |
56
|
technical assistance and resources towards achieving the goals |
57
|
of the pilot project.
|

|
(4) Each pilot project shall have an evaluation component |
59
|
designed and conducted by the district school board or designed |
60
|
and conducted pursuant to a contract with a university school of |
61
|
education in consultation with the Council for Education Policy |
62
|
Research and Improvement provided for in s. 1008.51.
|

|
(5) The Council for Education Policy Research and |
64
|
Improvement is responsible for reviewing each pilot project's |
65
|
evaluation and providing a report by January l, 2005, to the |
66
|
President of the Senate and the Speaker of the House of |
67
|
Representatives on the effectiveness of each pilot project, with |
68
|
recommendations and suggestions for expanding the programs |
69
|
statewide.

Section 2. This act shall take effect July 1, 2003. |
