  1                      A bill to be entitled

  2         An act relating to per diem and travel

  3         expenses; amending s. 112.061, F.S.; increasing

  4         per diem and subsistence amounts for persons

  5         traveling for public purposes; providing an

  6         effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  Paragraphs (a) and (b) of subsection (6) of

11  section 112.061, Florida Statutes, are amended to read:

12         112.061  Per diem and travel expenses of public

13  officers, employees, and authorized persons.--

14         (6)  RATES OF PER DIEM AND SUBSISTENCE ALLOWANCE.--For

15  purposes of reimbursement rates and methods of calculation,

16  per diem and subsistence allowances are divided into the

17  following groups and rates:

18         (a)  All travelers shall be allowed for subsistence

19  when traveling to a convention or conference or when traveling

20  within or outside the state in order to conduct bona fide

21  state business, which convention, conference, or business

22  serves a direct and lawful public purpose with relation to the

23  public agency served by the person attending such meeting or

24  conducting such business, either of the following for each day

25  of such travel at the option of the traveler:

26         1.  Sixty Fifty dollars per diem; or

27         2.  If actual expenses exceed $60 $50, the amounts

28  permitted in paragraph (b) for meals and miscellaneous

29  expenses such as, but not limited to, tolls, phone calls, and

30  tips, plus actual expenses for lodging at a single-occupancy

31  rate to be substantiated by paid bills therefor.

 2  When lodging or meals are provided at a state institution, the

 3  traveler shall be reimbursed only for the actual expenses of

 4  such lodging or meals, not to exceed the maximum provided for

 5  in this subsection.

 6         (b)  All travelers shall be allowed the following

 7  amounts for subsistence while on Class C travel on official

 8  business as provided in paragraph (5)(b):

 9         1.  Breakfast.....................................$6 $3

10         2.  Lunch........................................$12 $6

11         3.  Dinner......................................$18 $12

12         4.  Miscellaneous (per day)..........................$2

13         Section 2.  This act shall take effect July 1, 2003.

16                          SENATE SUMMARY

17    Increases the travel per diem for public officers and
      employees from $50 to $60 and increases the subsistence
18    amount for breakfast from $3 to $6, for lunch from $6 to
      $12, and for dinner from $12 to $18. Provides for daily
19    compensation of $2 for miscellaneous expenses of
      travelers collecting the subsistence allowance.
