  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating a Live the

  4         Dream license plate; providing for the

  5         distribution of annual use fees received from

  6         the sale of such plates; providing a contingent

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (mm) is added to subsection (4)

12  of section 320.08056, Florida Statutes, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (mm)  Live the Dream license plate, $25.

17         Section 2.  Subsection (39) is added to section

18  320.08058, Florida Statutes, to read:

19         320.08058  Specialty license plates.--

20         (39)  LIVE THE DREAM LICENSE PLATES.--

21         (a)  The department shall develop a Live the Dream

22  license plate as provided in this section.  The word "Florida"

23  must appear at the top of the plate, and the words "Live the

24  Dream" must appear at the bottom of the plate.

25         (b)  The annual use fees shall be distributed to the

26  Dream Foundation, Inc., which may use up to 25 percent of the

27  proceeds to market the organization's concept and the license

28  plate. The remaining funds shall be used to provide:

29         1.  Education and awareness programs for dental health

30  awareness;

 1         2.  Procurement and distribution of inexpensive or free

 2  access to medical and dental products and services for

 3  underprivileged persons;

 4         3.  Improved access to affordable dental and medical

 5  treatment for underprivileged persons;

 6         4.  Need-based scholarships for Florida students to

 7  attend a Florida dental school; and

 8         5.  Grants to develop dental clinics that provide

 9  affordable or free dental services to underprivileged persons

10  in areas where adequate dental treatment is unavailable.

11         Section 3.  This act shall take effect July 1, 2003,

12  but it shall not take effect unless it is enacted by at least

13  a three-fifths vote of the membership of each house of the

14  Legislature.

17                          SENATE SUMMARY

18    Creates a Live the Dream license plate and provides for
      the distribution of annual use fees to the Dream
19    Foundation, Inc., to be used to fund educational programs
      and scholarships and to provide dental services to the
20    underprivileged.
