An act relating to driver's licenses; amending s. 322.18, |

F.S.; requiring vision tests for certain applicants for |

license renewal; prohibiting those applicants from |

|
renewing by telephone or electronic means; providing an |
6
|
effective date. |

Be It Enacted by the Legislature of the State of Florida: |

|
|

Section 1. Subsection (5) of section 322.18, Florida |
11
|
Statutes, is amended to read: |
12
|
322.18 Original applications, licenses, and renewals; |
13
|
expiration of licenses; delinquent licenses.-- |
14
|
(5) All renewal driver's licenses may be issued after the |
15
|
applicant licensee has been determined to be eligible by the |
16
|
department. |

(a) A licensee who is otherwise eligible for renewal and |
18
|
who is over 79 years of age: |
19
|
1. Must submit to and pass a vision test administered at |
20
|
any driver's license office; or |
21
|
2. If the licensee applies for an extension by mail as |
22
|
provided in subsection (8), must submit to a vision test |
23
|
administered by a licensed physician, must send the results of |
24
|
that test to the department on a form obtained from the |
25
|
department and signed by the physician, and must meet vision |
26
|
standards that are equivalent to the standards for passing the |
27
|
departmental vision test. |

(b) A licensee who is over 79 years of age may not submit |
29
|
an application for extension under subsection (8) by electronic |
30
|
or telephonic means. |

Section 2. This act shall take effect July 1, 2003. |
