for the annual use fees received from the sale of Florida |

Wildflower license plates to be distributed to the |

Department of Agriculture and Consumer Services; providing |

|
an effective date. |

Be It Enacted by the Legislature of the State of Florida: |
12
|
|
13
|
Section 1. Paragraph (mm) is added to subsection (4) of |
14
|
section 320.08056, Florida Statutes, to read: |
15
|
320.08056 Specialty license plates.-- |
16
|
(4) The following license plate annual use fees shall be |
17
|
collected for the appropriate specialty license plates: |
18
|
(mm) Fish Florida! license plate, $22. |

|
Section 2. Subsection (28) of section 320.08058, Florida |
20
|
Statutes, is amended, and subsection (39) is added to said |
21
|
section, to read: |

320.08058 Specialty license plates.-- |

|
(28) FLORIDA WILDFLOWER LICENSE PLATES.-- |
24
|
(a) The department shall develop a Florida Wildflower |
25
|
license plate as provided in this section. The word "Florida" |
26
|
must appear at the top of the plate, and the words "State |
27
|
Wildflower" and "coreopsis" must appear at the bottom of the |
28
|
plate. |

(b) The annual use fees shall be distributed to the |
30
|
Department of Agriculture and Consumer ServicesWildflower |
31
|
Account established by Keep Florida Beautiful, Inc., created by |
32
|
s. 403.4131. The proceeds must be used to establish native |
33
|
Florida wildflower research programs, wildflower educational |
34
|
programs, and wildflower grant programs to municipal, county, |
35
|
and community-based groups in this state. A maximum of 10 |
36
|
percent of the proceeds from the sale of such plates may be used |
37
|
for administrative costs. |

(39) FISH FLORIDA! LICENSE PLATES.-- |
39
|
(a) The department shall develop a Fish Florida! license |
40
|
plate as provided in this section. The word "Florida" must |
41
|
appear at the top of the plate, and the words "Fish Florida!" |
42
|
must appear at the bottom of the plate. |

|
(b) The annual use fees shall be distributed to the |
44
|
Florida Foundation for Responsible Angling, Inc., to fund |
45
|
aquatic education, marine resource stewardship, and ethical |
46
|
angling practices in this state. A maximum of 15 percent of the |
47
|
funds received by the foundation may be used for administrative |
48
|
costs directly associated with the foundation's grant |
49
|
distribution program and license plate funding. A maximum of 10 |
50
|
percent of the funds may be used for continuing promotion and |
51
|
marketing of the license plate. The foundation shall provide for |
52
|
a peer review grant solicitation and award process to distribute |
53
|
the remainder of the funds to benefit aquatic education, marine |
54
|
resource stewardship, and ethical angling practices in this |
55
|
state. |

Section 3. This act shall take effect July 1, 2003. |
