3 320.08056, 320.08058, F.S.; creating a series
4 of Military Services license plates; providing
5 for the distribution of annual use fees
6 received from the sale of such plates;
7 providing a contingent effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (mm) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (mm) Military Services license plate, $15.
17 Section 2. Subsection (39) is added to section
18 320.08058, Florida Statutes, to read:
19 320.08058 Specialty license plates.--
20 (39) MILITARY SERVICES LICENSE PLATES.--
21 (a) Notwithstanding the provisions of s. 320.08053,
22 the department shall develop a series of military services
23 license plates for the United States Army, Navy, Air Force,
24 and Coast Guard as provided in this section. The word
25 "Florida" must appear at the top of the plate, and the word
26 "Army," "Navy," "Air Force," or "Coast Guard" must appear at
27 the bottom of the plate. The appropriate logo for the
28 particular branch of the military must appear on the left side
29 of the plate, approximately 3 inches in diameter.
30 (b) The department shall retain all revenues from the
31 sale of such plates until all start-up costs for developing

1 and issuing the plates have been recovered. Thereafter, the
2 annual use fee shall be deposited into the State Homes for
3 Veterans Trust Fund and must be used solely to construct,
4 operate, and maintain domiciliary and nursing homes for
5 veterans, subject to the requirements of chapter 216.
6 Section 3. This act shall take effect July 1, 2003,
7 but it shall not take effect unless it is enacted by at least
8 a three-fifths vote of the membership of each house of the
9 Legislature.
