12  following amendment:

14         Senate Amendment 
15         On page 1, lines 27 through 30, delete those lines
16  
17  and insert:  Factors that must be considered when determining
18  prioritization for services are the frailty of the individual
19  and the likelihood of nursing home placement. Another factor
20  that may be considered is the potential recipient's ability to
21  pay. Those who are less able to pay may receive higher
22  priority than those who are better able to pay.
