2 An act relating to license plates; amending ss.
3 320.08056, 320.08058, F.S.; creating a Sailfish
4 license plate; providing for the distribution
5 of annual use fees received from the sale of
6 such plates; providing for the annual use fees
7 received from the sale of Florida Wildflower
8 license plates to be distributed to the
9 Department of Agriculture and Consumer
10 Services; providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Paragraph (mm) is added to subsection (4)
15 of section 320.08056, Florida Statutes, to read:
16 320.08056 Specialty license plates.--
17 (4) The following license plate annual use fees shall
18 be collected for the appropriate specialty license plates:
19 (mm) Sailfish license plate, $22.
20 Section 2. Subsection (28) of section 320.08058,
21 Florida Statutes, is amended, and subsection (39) is added to
22 that section, to read:
23 320.08058 Specialty license plates.--
24 (28) FLORIDA WILDFLOWER LICENSE PLATES.--
25 (a) The department shall develop a Florida Wildflower
26 license plate as provided in this section. The word "Florida"
27 must appear at the top of the plate, and the words "State
28 Wildflower" and "coreopsis" must appear at the bottom of the
29 plate.
30 (b) The annual use fees shall be distributed to the
31 Department of Agriculture and Consumer Services Wildflower

1 Account established by Keep Florida Beautiful, Inc., created
2 by s. 403.4131. The proceeds must be used to establish native
3 Florida wildflower research programs, wildflower educational
4 programs, and wildflower grant programs to municipal, county,
5 and community-based groups in this state. A maximum of 10
6 percent of the proceeds from the sale of such plates may be
7 used for administrative costs.
8 (39) SAILFISH LICENSE PLATES.--
9 (a) The department shall develop a Sailfish license
10 plate as provided in this section. The word "Florida" must
11 appear at the top of the plate, and the word "Sailfish" must
12 appear at the bottom of the plate.
13 (b) The annual use fees shall be distributed to the
14 Florida Foundation for Responsible Angling, Inc., to fund
15 aquatic education; marine resource stewardship, and ethical
16 angling practices in this state. A maximum of 15 percent of
17 the funds received by the foundation may be used for
18 administrative costs directly associated with the foundation's
19 grant distribution program and license plate funding. A
20 maximum of 10 percent of the funds may be used for continuing
21 promotion and marketing of the license plate. The foundation
22 shall provide for a peer review grant solicitation and award
23 process to distribute the remainder of the funds to benefit
24 aquatic education, marine resource stewardship, and ethical
25 angling practices in this state.
26 Section 3. This act shall take effect July 1, 2003.
