1 A bill to be entitled
2 An act relating to trust funds; creating an
3 electronics recycling account in the Solid
4 Waste Management Trust Fund; providing a
5 revenue source; providing for use of moneys in
6 the account; providing for future review and
7 termination or re-creation of the account;
8 providing a contingent effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. (1) The electronics recycling account is
13 created within the Solid Waste Management Trust Fund. Moneys
14 from advance recycle fees paid under section 403.71853,
15 Florida Statutes, shall be deposited into the account and
16 shall be disbursed from the account according to that section
17 for the purpose of making grants to counties for establishing
18 programs for recycling or otherwise properly disposing of
19 electronics products and components.
20 (2) In accordance with Section 19(f)(2), Article III
21 of the State Constitution, the electronics recycling account
22 shall, unless terminated sooner, be terminated on July 1,
23 2007. Before its scheduled termination, the account shall be
24 reviewed as provided in section 215.3206(1) and (2), Florida
25 Statutes.
26 Section 2. This act shall take effect July 1, 2003, if
27 SB ____ or similar legislation is adopted in the same
28 legislative session or an extension thereof and becomes law.
