11  Senator Geller moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 9, lines 15-29, delete those lines
15  
16  and insert:  
17         (5)  The authority, by a resolution of its governing
18  board, may expand its service area and enter into a
19  partnership with any county that is contiguous to the service
20  area of the authority. The board shall determine the
21  conditions and terms of the partnership, except as provided
22  herein. However, the authority may not expand its service area
23  without the consent of the board of county commissioners
24  representing the proposed expansion area, and a county may not
25  be added to the service area except in the year that federal
26  reauthorization legislation for transportation funds is
27  enacted.
