13         Senate Amendment 
14         On page 2, lines 1-5, delete those lines
15  
16  and insert:  
17         (3)  Counties shall be designated as responsible for
18  payment if:
19         (a)  The county of residence has unspent funds received
20  under this part at the end of the fiscal year in which the
21  hospitalization occurs, but in no case will the county's
22  responsibility exceed the amount of these unspent funds.
