supervision of the area; allowing public hunting; |

authorizing the Division of State Lands to acquire |
9
|
adjacent or contiguous property; requiring the Division of |
10
|
State Lands to notify persons with easements in the area; |
11
|
requiring a report; providing an effective date. |

Be It Enacted by the Legislature of the State of Florida: |
14
|
|

|
Section 1. Section 258.166, Florida Statutes, is created |
16
|
to read: |
17
|
258.166 Rodman Reservoir State Reserve designated.--There |
18
|
is designated and established a state reserve to be known as |
19
|
Rodman Reservoir State Reserve, in Marion and Putnam Counties, |
20
|
which shall include all state-owned lands within the floodplain |
21
|
of the Oklawaha River and those hereafter acquired by the state |
22
|
from Eureka Dam in Marion County to Buckman Lock in Putnam |
23
|
County. Those lands are deemed and held to be a state reserve, |
24
|
under the supervision of the Division of Recreation and Parks of |
25
|
the Department of Environmental Protection. The division is |
26
|
charged with the duty of providing for the development of |
27
|
multipurpose recreational opportunities at this reserve and the |
28
|
care, upkeep, maintenance, and beautification of the Rodman |
29
|
Reservoir State Reserve, including all those dams, locks, and |
30
|
other structures transferred by the Federal Government to the |
31
|
state. Any action that would substantially alter the reserve as |
32
|
it existed on January 1, 2003, must be approved by law. |

(1) Public hunting is allowed in the state reserve as |
34
|
authorized by the Fish and Wildlife Conservation Commission.
|

|
(2) The Division of State Lands of the Department of |
36
|
Environmental Protection may acquire in the name of the Board of |
37
|
Trustees of the Internal Improvement Trust Fund any additional |
38
|
property adjacent or contiguous to the Rodman Reservoir State |
39
|
Reserve from private owners or from the United States Government |
40
|
for improved management and recreational opportunities.
|

|
(3) The Division of State Lands shall identify, contact, |
42
|
and inform all property owners who hold easements located within |
43
|
the taking line of the Rodman Reservoir of the designation of |
44
|
this area as a state reserve.
|
45
|
(4) By January 1, 2004, the Division of State Lands shall |
46
|
submit a report to the Executive Office of the Governor, the |
47
|
President of the Senate, and the Speaker of the House of |
48
|
Representatives which:
|

|
(a) Identifies the entities that hold easements within the |
50
|
taking line of the reservoir.
|
51
|
(b) Indicates whether the holder of an easement is willing |
52
|
to sell the easement.
|
53
|
(c) Estimates the cost of acquiring the easements. |
54
|
(d) Identifies any additional issues resulting from this |
55
|
designation. |

|
Section 2. This act shall take effect upon becoming a law. |
