1 A bill to be entitled
2 An act relating to the Department of Children
3 and Family Services; expressing the legislative
4 intent to transfer the Mental Health Program
5 within the department to the Department of
6 Health, to transfer programs for children and
7 families in need of services from the
8 Department of Juvenile Justice to the
9 department, and to direct the evaluation of the
10 transfer of certain other programs; providing
11 an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. (1) The Legislature intends to transfer
16 the Mental Health Program within the Department of Children
17 and Family Services to the Department of Health, and to
18 transfer all children-in-need-of-services programs and
19 families-in-need-of-services programs within the Department of
20 Juvenile Justice to the Department of Children and Family
21 Services, effective January 1, 2004.
22 (2) The Legislature intends to direct the Office of
23 Program Policy Analysis and Government Accountability to
24 evaluate the transfer of the Substance Abuse Program and the
25 Developmental Disabilities Program to the Department of
26 Health; to assess the effect of such transfer on each program,
27 the Department of Health, and the remaining programs within
28 the Department of Children and Family Services; and to report
29 its findings to the Legislature by December 31, 2003.
30 Section 2. This act shall take effect upon becoming a
31 law.
