  1                      A bill to be entitled

  2         An act relating to libraries; creating s.

  3         257.193, F.S.; providing a program of grant

  4         assistance to libraries in rural communities;

  5         requiring the Division of Library and

  6         Information Services of the Department of State

  7         to administer the grant program; providing an

  8         appropriation; providing an effective date.

  9  

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Section 257.193, Florida Statutes, is

13  created to read:

14         257.193  Community Libraries In Caring Grant

15  Program.--The purpose of the Community Libraries In Caring

16  Grant Program is to assist libraries in rural communities, as

17  defined in s. 288.0656(2)(b), to strengthen their collections

18  and services, and to improve literacy and the economic

19  viability of the communities.

20         (1)  A library may apply for a grant of a maximum of

21  $10,000.  In order to be eligible for a grant, a library must

22  show local or other support that includes cash, in-kind

23  contributions, or other forms of assistance.

24         (2)  The Division of Library and Information Services

25  of the Department of State shall administer the grant program,

26  adopt rules establishing the application procedures and

27  criteria for review and grant awards, and facilitate the

28  exchange of ideas and services to foster the purposes of the

29  grant program.

30         Section 2.  The sum of $100,000 is appropriated from

31  the General Revenue Fund to the Division of Library and

 1  Information Services of the Department of State for the

 2  purposes of funding the Community Libraries In Caring Grant

 3  Program and other administrative expenses necessary to carry

 4  out the provisions of this act during the 2003-2004 fiscal

 5  year.

 6         Section 3.  This act shall take effect October 1, 2003.
