  1                      A bill to be entitled

  2         An act relating to libraries; creating s.

  3         257.193, F.S.; establishing the Community

  4         Libraries in Caring Program to assist libraries

  5         in certain rural communities; providing for

  6         administration by the Division of Library and

  7         Information Services within the Department of

  8         State; providing for rulemaking; providing an

  9         effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  Section 257.193, Florida Statutes, is

14  created to read:

15         257.193  Community Libraries in Caring Program.--

16         (1)  There is created within the Department of State a

17  Community Libraries in Caring Program.

18         (2)  The purpose of the Community Libraries in Caring

19  Program is to assist libraries in rural communities, as

20  defined in s. 288.0656(2)(b) and subject to the provisions of

21  s. 288.06561, to strengthen their collections and services,

22  improve literacy in their communities, and improve the

23  economic viability of their communities.

24         (3)  A library under this program is encouraged to

25  demonstrate local or other support for its services, including

26  monetary contributions, in-kind contributions, or other forms

27  of assistance.

28         (4)  Subject to legislative appropriation, the Division

29  of Library and Information Services within the Department of

30  State shall administer the program, which shall facilitate the

 1  exchange of ideas and services between libraries in rural

 2  communities and communities in other parts of the state.

 3         (5)  The Department of State may adopt rules to

 4  administer this section.

 5         Section 2.  This act shall take effect October 1, 2003.

 7          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
 8                         Senate Bill 726

    1.   Eliminates from the bill the $100,000 appropriation for
11       the Community Libraries in Caring Program.

12  2.   Changes the Community Libraries in Caring Program from a
         specific grant program to one that facilitates the
13       exchange of ideas and services between libraries in rural
         communities.
