1 A bill to be entitled
2          An act relating to the Central Florida Regional
3    Transportation Authority; amending s. 343.63, F.S.;
4    revising membership of the governing board of the
5    authority; providing an effective date.
6         
7          Be It Enacted by the Legislature of the State of Florida:
8         
9          Section 1. Subsections (2) and (3) of section 343.63,
10    Florida Statutes, are amended to read:
11          343.63 Central Florida Regional Transportation Authority.-

13          (2) The governing board of the authority shall consist of
14    seven11 voting members, and 1 nonvoting memberas follows:
15          (a) The chair of thecounty commissions of Seminole,
16    Orange, and Osceola Counties shall each serve, ex officio, for
17    the term of their respective chairselect a commissioner as that
18    commission's representative on the board. The commissioner must
19    be a member of the county commission when elected and for the
20    full extent of his or her term. The terms of the county
21    commissioners on the governing board of the authority shall be 2
22    years.
23          (b) One member shall be mayor of a municipality within
24    Seminole, Orange, or Osceola County representing the largest
25    municipal contributor and shall serve a term concurrent with the
26    term of the appointing Governor.
27          (c)(b) The Governor shall appoint three members to the
28    board pursuant to local government funding as determined by the
29    sum of contributions for the respective local government for 4
30    years preceding the appointment as follows:
31          1. Two members shall be appointed to serve a term
32    concurrent with the term of the appointing Governor and shall be
33    appointed from the local government making the largest
34    contribution. However, if the sum of the contributions of the
35    remaining local governments, excluding the contributions of the
36    largest local government contributor, are at least 50 percent of
37    the authority's total local funding contribution, one
38    appointment shall be made from the local government making the
39    second largest contribution. The mayor or chair of the county
40    commission representing the respective local governments
41    entitled to a gubernatorial appointment shall provide a list of
42    three nominees to the Governor for each appointment to the
43    board. The Governor shall appoint one member from each list
44    mayors of the cities of Altamonte Springs, Orlando, and
45    Kissimmee, or a member of each city commission designated by
46    each mayor, shall serve a term of 2 years on the board.
47          2. One member shall be a resident of either of the two
48    remaining counties other than the county meeting the
49    qualifications of subparagraph 1. The chairs of the two
50    remaining county commissions of such counties shall each provide
51    the Governor with a list of three nominees and the Governor
52    shall appoint one member from such list of nominees.
53          (d)(c)The terms of the current governing board members
54    shall terminate on June 1, 2003, at which time the terms of the
55    members designated pursuant to paragraphs (b) and (c) shall
56    commence. The Governor shall make appointments to the board
57    within 30 days after receipt of the nominations pursuant to
58    paragraph (c), for a term beginning June 1, 2003, or as soon
59    thereafter as practicalappoint five members to the board. Two
60    of the members shall be residents of Orange County, one member
61    shall be a resident of Seminole County, one member shall be a
62    resident of Osceola County, and one member shall be a resident
63    of the City of Orlando. All five members shall serve a term of 4
64    years.
65          (d) The Secretary of Transportation shall appoint the
66    district secretary, or his or her designee, for the district
67    within which the area served by the authority is located and
68    this member shall be a nonvoting member.
69          (3) A vacancy during a term shall be filled by the
70    respective appointing authorityin the same manner as the
71    original appointment and only for the balance of the unexpired
72    term.
73          Section 2. This act shall take effect upon becoming a law.
