11          An act relating to the Central Florida Regional
12    Transportation Authority; amending s. 343.63, F.S.;
13    revising membership of the governing board of the
14    authority; providing an effective date.
15         
16          Be It Enacted by the Legislature of the State of Florida:
17         
18          Section 1. Subsections (2) and (3) of section 343.63,
19    Florida Statutes, are amended to read:
20          343.63 Central Florida Regional Transportation Authority.-
21    -
22          (2) The governing board of the authority shall consist of
23    seven11 voting members, and 1 nonvoting memberas follows:
24          (a) The chair of the county commissions of Seminole,
25    Orange, and Osceola Counties shall each serve, ex officio, for
26    the term of their respective chairselect a commissioner as that
27    commission's representative on the board. The commissioner must
28    be a member of the county commission when elected and for the
29    full extent of his or her term. The terms of the county
30    commissioners on the governing board of the authority shall be 2
31    years.
32          (b) One member shall be mayor of a municipality within
33    Seminole, Orange, or Osceola County representing the largest
34    municipal contributor and shall serve a term concurrent with the
35    term of the appointing Governor.
36          (c)(b) The Governor shall appoint four members to the
37    board pursuant to local government funding as determined by the
38    sum of contributions for the respective local government for 4
39    years preceding the appointment as follows:
40          1. Three members shall be appointed to serve a term
41    concurrent with the term of the appointing Governor and shall be
42    appointed from the local government making the largest
43    contribution. However, if the sum of the contributions of the
44    remaining local governments, excluding the contributions of the
45    largest local government contributor, are at least 50 percent of
46    the authority's total local funding contribution, one
47    appointment shall be made from the local government making the
48    second largest contribution. The mayor or chair of the county
49    commission representing the respective local governments
50    entitled to a gubernatorial appointment shall provide a list of
51    three nominees to the Governor for each appointment to the
52    board. The Governor shall appoint one member from each list
53    mayors of the cities of Altamonte Springs, Orlando, and
54    Kissimmee, or a member of each city commission designated by
55    each mayor, shall serve a term of 2 years on the board.
56          2. One member shall be a resident of the remaining county
57    other than the county meeting the qualifications of subparagraph
58    1. The chair of the remaining county commission of such county
59    shall provide the Governor with a list of three nominees and the
60    Governor shall appoint one member from such list of nominees.
61          (d)(c)The terms of the current governing board members
62    shall terminate on June 1, 2003, at which time the terms of the
63    members designated pursuant to paragraphs (b) and (c) shall
64    commence. The Governor shall make appointments to the board
65    within 30 days after receipt of the nominations pursuant to
66    paragraph (c), for a term beginning June 1, 2003, or as soon
67    thereafter as practicalappoint five members to the board. Two
68    of the members shall be residents of Orange County, one member
69    shall be a resident of Seminole County, one member shall be a
70    resident of Osceola County, and one member shall be a resident
71    of the City of Orlando. All five members shall serve a term of 4
72    years.
73          (d) The Secretary of Transportation shall appoint the
74    district secretary, or his or her designee, for the district
75    within which the area served by the authority is located and
76    this member shall be a nonvoting member.
77          (3) A vacancy during a term shall be filled by the
78    respective appointing authorityin the same manner as the
79    original appointment and only for the balance of the unexpired
80    term.
81          Section 2. This act shall take effect upon becoming a law.
