19         (e)  "Qualified student" means:
20         1.  A dependent child of active duty or reserve
21  personnel in the United States military, a dependent child of
22  a United States Armed Forces veteran, or a dependent child of
23  a member of the Florida National Guard who also:
24         a.  Did not attend a nonpublic school in the school
25  district in which the student currently resides during the
26  previous or current school year;
27         b.  Is eligible to enter kindergarten or first grade;
28  or
29         c.  Received a scholarship from an eligible nonprofit
30  scholarship-funding organization during the previous school
31  year; or
