20	Section 2. (1) The presidents of the University of South
21	Florida, the University of Florida, the University of Central
22	Florida, and Florida State University are directed to contract
23	to have the football programs of their respective universities
24	participate in an annual one-day football jamboree. The rules of
25	the jamboree shall include, but not be limited to, the four
26	universities competing against each other, with each university
27	participating for a minimum of one 15-minute quarter of play.
28	University officials shall determine the location and fiscal
29	details of the jamboree.
30	(2) The jamboree shall be named "The Edward L. Jennings
31	'It's About Time' Jamboree Classic."
32	(3) The university presidents named in subsection (1) are
33	authorized and encouraged to solicit private support for the
34	event.
35	(4) The Governor, the Lieutenant Governor, the Speaker of
36	the House of Representatives, the President of the Senate, and
37	the member of the House of Representatives representing the 23rd
38	House District shall be provided free access to the event.
39	Section 3. This act shall take effect November 4, 2004.
