15          Between lines 95 and 96, insert:
16          Section 2. (1) It is the intent of the Legislature that
17    Florida’s highway patrol troopers be compensated at wage levels
18    competitive with local law enforcement agencies.
19          (2) Beginning with the 2004-2005 fiscal year, the
20    Legislature shall appropriate funds as it deems necessary from
21    the General Revenue Fund to the Department of Highway Safety and
22    Motor Vehicles to ensure that the average salary for highway
23    patrol troopers is equal to or higher than the average salary
24    for a law enforcement officer employed by the 10 largest county
25    and municipal law enforcement agencies in this state.
