methods of payment; providing for appropriations; |

providing an effective date. |

Be It Enacted by the Legislature of the State of Florida: |
23
|
|

|
Section 1. Paragraph (c) of subsection (1) and subsection |
25
|
(5) of section 322.21, Florida Statutes, are amended to read: |
26
|
322.21 License fees; procedure for handling and collecting |
27
|
fees.-- |
28
|
(1) Except as otherwise provided herein, the fee for: |
29
|
(c) The renewal or extension of a Class D or Class E |
30
|
driver's license or of a license restricted to motorcycle use |
31
|
only is $15, except that a delinquent fee of $10$1shall be |
32
|
added for a renewal or extension made not more than 60 days12 |
33
|
monthsafter the license expiration date. The fee provided in |
34
|
this paragraph shall include the fee for driver's education |
35
|
provided by s. 1003.48. |
36
|
(5)(a) Except as otherwise provided in this subsection, |
37
|
the department shall collect and transmit all fees received by |
38
|
it under this section to the Treasurer to be placed in the |
39
|
General Revenue Fund of the state, and sufficient funds for the |
40
|
necessary expenses of the department shall be included in the |
41
|
appropriations act. The fees shall be used for the maintenance |
42
|
and operation of the department. |

|
(b) Nine dollars of the moneys received from each $10 |
44
|
delinquent fee imposed pursuant to paragraph (1)(c) shall be |
45
|
deposited into the State Law Enforcement Officer Recruitment and |
46
|
Retention Trust Fund and credited to the salaries and benefit |
47
|
category of the state agencies with eligible sworn agency law |
48
|
enforcement officers on a pro rata, per capita basis pursuant to |
49
|
the ratified collective bargaining agreement for the state law |
50
|
enforcement bargaining unit then in effect. If no such ratified |
51
|
bargaining agreement is then in effect, the amounts shall be |
52
|
distributed on the basis of the ratified bargaining agreement |
53
|
last in effect. The amounts collected and distributed pursuant |
54
|
to this paragraph are supplemental to other funds provided for |
55
|
salary increases. |

|
Section 2. Law enforcement accountability pay scale.-- |
57
|
(1) Beginning in the year 2004, on October 1 of each year, |
58
|
each career service state law enforcement officer, as defined in |
59
|
s. 943.10(1), Florida Statutes, shall receive, in addition to |
60
|
salary increases provided in the General Appropriations Act, a |
61
|
2.5-percent increase to his or her September 30 base rate of |
62
|
pay, provided the law enforcement officer has, in the previous |
63
|
12 months:
|
64
|
(a) Completed a minimum of 40 hours of job-related |
65
|
continuing education, including inservice education, or a |
66
|
minimum of 3 credit hours of college coursework;
|
67
|
(b) Completed a minimum of 16 hours in an agency- |
68
|
recognized mentoring program; and
|
69
|
(c) Received a satisfactory performance evaluation. |

|
(2) State law enforcement officers who do not complete |
71
|
each of the three requirements enumerated in subsection (1) |
72
|
remain eligible to receive any salary increases provided in the |
73
|
General Appropriations Act.

|
(3) If an otherwise eligible state law enforcement |
75
|
officer's base rate of pay is at the maximum of the pay range, |
76
|
the law enforcement officer shall instead receive a lump-sum |
77
|
payment equal to 2.5 percent of the maximum of that range.
|
78
|
(4) Funds sufficient to carry out the purposes of this |
79
|
section are hereby appropriated from the General Revenue Fund. |
80
|
Section 3. This act shall take effect July 1, 2003. |
