15          Remove everything after the resolving clause and insert:
16          That the House of Representatives urges Miguel A. Estrada
17    to fully answer the questions posed of him, and fully provide
18    the information requested, so that the United States Senate may
19    reach an informed judgment of his fitness for the United States
20    Court of Appeals for the District of Columbia Circuit.
21          BE IT FURTHER RESOLVED that a copy of this resolution be
22    presented to Miguel A. Estrada as a tangible token of the
23    sentiments expressed herein.

28          A resolution honoring Miguel A. Estrada.
29         
30          WHEREAS, Miguel A. Estrada has been nominated by President
31    Bush to fill a vacancy on the United States Court of Appeals for
32    the District of Columbia Circuit, one of the most prestigious
33    courts of appeals in the nation, and
34          WHEREAS, Miguel Estrada received a bachelor's degree magna
35    cum laude from Columbia College in New York City before
36    enrolling in Harvard Law School, where he earned his law degree
37    magna cum laude, and
38          WHEREAS, notwithstanding his accomplishments, Mr. Estrada,
39    in the judgment of various members of the United States Senate,
40    has failed to fully answer legitimate questions posed to him and
41    failed to produce information related to his performance of
42    official duties on behalf of the Federal Government, and
43          WHEREAS, this lack of information has left members of the
44    United States Senate with an incomplete picture of Mr. Estrada's
45    fitness for the office for which he has been nominated, NOW,
46    THEREFORE,
