1 House Resolution
2          A resolution honoring John R. Marks III.
3         
4          WHEREAS, on February 25, 2003, in a decisive runoff
5    referendum, John R. Marks III, President and Chief Executive
6    Officer of Knowles, Marks, and Randolph, P.A., and director of
7    the firm's utility regulatory section, became Tallahassee's
8    second elected mayor, and
9          WHEREAS, after having earned a bachelor of science degree
10    from Florida State University, John Marks received his Juris
11    Doctor from the school's College of Law before entering the
12    United States Air Force in 1972, where he served as a judge
13    advocate for four years, and
14          WHEREAS, John Marks is admitted to practice before the
15    Supreme Court of Florida and, on the federal level, is a member
16    of the Bars of the United States Supreme Court, the Eleventh
17    Circuit Court of Appeals, and the District Courts for both the
18    Northern and Middle Districts of Florida, and
19          WHEREAS, John Marks has considerable expertise in the areas
20    of public utilities, governmental relations, and business and
21    administrative law, with past experience as an adjunct professor
22    at Florida State University, as an administrative law judge for
23    the Public Service Commission, and as a member of the commission
24    for eight years, and is presently a faculty member of NARUC
25    Eastern Utility Rate Seminar, and
26          WHEREAS, in addition to his extensive involvement in
27    Tallahassee's civic affairs throughout the years, John Marks
28    presently holds membership on the boards of the Fringe Benefits
29    Management Company, the Collins Center for Public Policy, the
30    Mary Brogan Museum of Arts and Science, and the United Way of
31    Big Bend, NOW, THEREFORE,

33          Be It Resolved by the House of Representatives of the State of
34    Florida:
35         
36          That the House of Representatives is pleased to honor
37    Tallahassee's Mayor John R. Marks III and to congratulate the
38    citizens of the city upon their election of this truly
39    outstanding leader.
40          BE IT FURTHER RESOLVED that a copy of this resolution be
41    presented to John R. Marks III as a tangible token of the
42    sentiments expressed herein.
