1 House Resolution
2          A resolution honoring Jack Shreve, Florida Public Counsel.
3         
4          WHEREAS, for more than a quarter of a century, Jack Shreve
5    has, as the Florida Public Counsel, advocated with remarkable
6    dedication and integrity on behalf of the state's citizens in
7    matters relating to utility and hospital cost containment, and
8          WHEREAS, a native of Chipley, Jack Shreve earned
9    undergraduate and law degrees from the University of Florida,
10    where he served as president of Florida Blue Key and was
11    inducted into the University Hall of Fame, and
12          WHEREAS, Mr. Shreve has held positions as City Attorney for
13    the City of Cocoa, Assistant Brevard County Prosecutor,
14    Assistant State Attorney, and General Counsel of the Florida
15    Department of State; and, as a distinguished Member of the House
16    of Representatives from 1970 to 1974, he was instrumental in
17    developing and promoting enactment of substantial revisions to
18    the criminal code and of progressive environmental legislation,
19    for which efforts he has received numerous awards, and
20          WHEREAS, one of the founding members of the National
21    Association of State Utility Consumer Advocates, which now
22    boasts members from 42 states, Mr. Shreve has served as its
23    president and has been a member of its executive committee for
24    25 years, and
25          WHEREAS, Mr. Shreve's efforts have resulted in
26    approximately $5 billion in rate reductions for and $1 billion
27    in refunds to Florida's utility customers, and
28          WHEREAS, after 25 years of earnest, energetic advocacy on
29    behalf of the residents of Florida as their Public Counsel, Jack
30    Shreve has elected to enter the ranks of the retired on June 30,
31    2003, NOW, THEREFORE,

33          Be It Resolved by the House of Representatives of the State of
34    Florida:
35         
36          That the House of Representatives expresses its heartfelt
37    gratitude to Jack Shreve for his years of commitment to the
38    residents of Florida, offers its enthusiastic congratulations
39    upon his coming retirement, and extends its best wishes for many
40    satisfying years in this new phase of his life.
41          BE IT FURTHER RESOLVED that a copy of this resolution be
42    presented to Jack Shreve as a tangible token of the sentiments
43    expressed herein.
