15	Between line(s) 213 and 214, insert:
16	Section 3. Paragraph (c) is added to subsection (2) of
17	section 367.081, Florida Statutes, to read:
18	367.081 Rates; procedure for fixing and changing.--
19	(2)
20	(c) In establishing rates for a utility, the commission
21	shall not consider any gain or loss on the sale or condemnation
22	of a utility's assets that results in the loss of customers
23	served by such assets and the associated future customer revenue
24	streams. Any such gain or loss shall be borne by the
25	shareholders of the utility.
