6          The Committee on Natural Resources recommends the following:

9          Remove the entire bill and insert:
10 A bill to be entitled
11          An act relating to the recreational trails system;
12    amending s. 260.012, F.S.; encouraging state, regional,
13    and local agencies to give additional priority points for
14    acquisition in purchasing land that includes the Florida
15    National Scenic Trail; amending s. 260.0142, F.S.;
16    deleting a limitation on service on the Florida Greenways
17    and Trails Council; providing an effective date.

19          Be It Enacted by the Legislature of the State of Florida:
20         
21          Section 1. Subsection (6) of section 260.012, Florida
22    Statutes, is amended to read:
23          260.012 Declaration of policy and legislative intent.--
24          (6) It is the intent of the Legislature to officially
25    recognize the Florida National Scenic Trail as Florida's
26    official statewide trail from the Florida Panhandle to the
27    Everglades. It is also the intent of the Legislature to
28    encourage all state, regional, and local agencies who acquire
29    lands to include in their land-buying efforts the acquisition of
30    sufficient legal interest in the lands over which the trail
31    passes to ensure its continued existence in a permanent location
32    and to give each parcel of land proposed to be purchased which
33    includes a portion of the trail additional priority points for
34    acquisition within their land-buying processes.
35          Section 2. Subsection (6) of section 260.0142, Florida
36    Statutes, is amended to read:
37          260.0142 Florida Greenways and Trails Council;
38    composition; powers and duties.--
39          (6) A vacancy on the council shall be filled for the
40    remainder of the unexpired term in the same manner as the
41    original appointment. Members whose terms have expired may
42    continue to serve until replaced or reappointed. No member shall
43    serve on the council for more than two consecutive terms.
44          Section 3. This act shall take effect upon becoming a law.
