17	Section 9. Section 373.116, Florida Statutes, is amended
18	to read:
19	373.116 Procedure for water use and impoundment
20	construction permit applications.--
21	(1) Applications for water use permits, under part II of
22	this chapter; for permits for construction or alteration of
23	dams, impoundments, reservoirs, and appurtenant works, under
24	part IV of this chapter; and for permits under s. 403.812 shall
25	be filed with the water management district on appropriate forms
26	provided by the governing board.
27	(2) Upon receipt of an application for a permit of the
28	type referred to in subsection (1), the governing board shall
29	cause a notice thereof to be published in a newspaper having
30	general circulation within the affected area. In addition, the
31	governing board shall send, by regular or electronicmail, a
32	copy of such notice to any person who has filed a written
33	request for notification of any pending applications affecting
34	this particular designated area. Upon written request,Notice of
35	application for the consumptive use of water shall be mailed by
36	regular or electronicmail to the county and appropriate city
37	government from which boundaries the withdrawal is proposed to
38	be made.
