At the end of existing proviso language, following Specific 
Appropriation 15, INSERT:

From the funds in Specific Appropriation 15,  the Division of Vocational
Rehabilitation shall  develop a plan to assist in the transition of
disabled students from school to the workforce  through the Individual
Education Planning process.  The goal of  the Vocational Rehabilitation
plan is to facilitate the provision of a consistent /coordinated
outreach effort  in providing  students and families with the necessary
services needed to progress from school to the work environment.  The
plan shall be provided to the Governor, President of the Senate, and the
Speaker of the House no later than  January 30, 2004.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
