2 An act relating to funding for K-12 programs;
3 amending s. 1011.62, F.S.; providing the
4 district cost differential to be used for the
5 2003-2004 fiscal year; providing for
6 construction of the act in pari materia with
7 laws enacted during the Regular Session of the
8 Legislature; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsection (2) of section 1011.62, Florida
13 Statutes, as amended by chapter 2003-1, Laws of Florida, is
14 amended to read:
15 1011.62 Funds for operation of schools.--If the annual
16 allocation from the Florida Education Finance Program to each
17 district for operation of schools is not determined in the
18 annual appropriations act or the substantive bill implementing
19 the annual appropriations act, it shall be determined as
20 follows:
21 (2) DETERMINATION OF DISTRICT COST DIFFERENTIALS.--
22 (a) The Commissioner of Education shall annually
23 compute for each district the current year's district cost
24 differential. The district cost differential shall be
25 calculated by adding each district's price level index as
26 published in the Florida Price Level Index for the most recent
27 3 years and dividing the resulting sum by 3. The result for
28 each district shall be multiplied by 0.008 and to the
29 resulting product shall be added 0.200; the sum thus obtained
30 shall be the cost differential for that district for that
31 year.

1 (b) For the 2003-2004 fiscal year only, the district
2 cost differential shall be the same as the district cost
3 differential used for the 2002-2003 General Appropriations
4 Act. This paragraph expires July 1, 2004.
5 Section 2. If any law that is amended by this act was
6 also amended by a law enacted at the 2003 Regular Session of
7 the Legislature, such laws shall be construed as if they had
8 been enacted during the same session of the Legislature, and
9 full effect should be given to each if that is possible.
10 Section 3. This act shall take effect July 1, 2003.

13 SENATE SUMMARY
14 Provides for the district cost differential used for
funding the operation of schools during the 2003-2004
15 fiscal year to be the same as that used in the 2002-2003
General Appropriations Act.
