15          Between line(s) 1121 and 1122, insert:
16          Section 50. In order to implement Specific Appropriations
17    137-600 of the 2003-2004 General Appropriations Act containing
18    Tobacco Settlement Trust Fund moneys, paragraph (d) of
19    subsection (3) of section 215.5601, Florida Statutes, is amended
20    to read:
21          215.5601 Lawton Chiles Endowment Fund.--
22          (3) LAWTON CHILES ENDOWMENT FUND; CREATION; PRINCIPAL.--
23          (d) For fiscal year 2001-2002, $150 million of the
24    existing principal in the endowment shall be reserved and
25    accounted for within the endowment, the income from which shall
26    be used solely for the funding for biomedical research
27    activities as provided in s. 215.5602. However, for the 2003-
28    2004 fiscal year only, the income on $150 million of the
29    existing principal in the endowment shall be deposited into the
30    Tobacco Settlement Trust Fund.The income from the remaining
31    principal shall be used solely as the source of funding for
32    health and human services programs for children and elders as
33    provided in subsection (5). The separate account for biomedical
34    research shall be dissolved and the entire principal in the
35    endowment shall be used exclusively for health and human
36    services programs when cures have been found for tobacco-related
37    cancer, heart, and lung disease.
38          Section 51. The amendment of paragraph (d) of subsection
39    (3) of s. 215.5601, Florida Statutes, by this act shall expire
40    on July 1, 2004, and the text of that paragraph shall revert to
41    that in existence on June 30, 2003, except that any amendments
42    to such text enacted other than by this act shall be preserved
43    and continue to operate to the extent that such amendments are
44    not dependent upon the portions of such text which expire
45    pursuant to the provisions of this act.
