13    offered the following:

15          Amendment (with title amendment)
16          Between line(s) 5243 and 5244, insert:
17          Section 39. The board of governors of the joint
18    underwriting plan for workers’ compensation insurance created by
19    s. 627.311(4), Florida Statutes, shall, by January 1, 2005,
20    submit a report to the President of the Senate, the Speaker of
21    the House of Representatives, the minority party leaders of the
22    Senate and the House of Representatives, and the chairs of the
23    standing committees of the Senate and the House of
24    Representatives having jurisdiction over matters relating to
25    workers’ compensation. The report shall include the board’s
26    findings and recommendations on the following issues:
27          (1) The number of policies and the aggregate premium of
28    the workers’ compensation joint underwriting plan, before and
29    after enactment of this act, and projections for future policy
30    and premium growth.
31          (2) Increases or decreases in availability of workers’
32    compensation coverage in the voluntary market and the
33    effectiveness of this act in improving the availability of
34    workers’ compensation coverage in the state.
35          (3) The board’s efforts to depopulate the plan and the
36    willingness of insurers in the voluntary market to avail
37    themselves of depopulation incentives.
38          (4) Further actions that could be taken by the Legislature
39    to improve availability of workers’ compensation coverage in the
40    voluntary and residual markets.
41          (5) Actions that the board has taken to restructure the
42    joint underwriting plan and recommendations for legislative
43    action to restructure the plan.
44          (6) Projected surpluses or deficits and possible means of
45    providing funding to ensure the continued solvency of the plan.
46          (7) An independent actuarial review of all rates under the
47    plan. The costs of the independent actuarial review shall be
48    paid from the Workers' Compensation Administration Trust Fund,
49    pursuant to a budget amendment approved by the Legislative
50    Budget Commission. The board shall submit a plan for such review
51    to the Legislative Budget Commission by October 1, 2003.
52          (8) Such other issues as the board determines are worthy
53    of the Legislature’s consideration.
