14          Amendment to Amendment (648269) (with title amendment)
15          Between line(s) 993 and 994, insert:
16          Section 50. The Legislature recognizes that significant
17    efficiencies may be obtained from the functional restructuring
18    of the grant programs assigned to the Department of State.
19    Therefore, in order to implement Specific Appropriations 2889-
20    2897 of the 2003-2004 General Appropriations Act, and
21    notwithstanding the requirements of chapters 257, 265, and 267,
22    Florida Statutes, requiring grants to be administered in a
23    specific department entity, the Secretary of State is authorized
24    to adopt internal organizational changes during fiscal year
25    2003-2004 to accommodate the consolidation of grant-processing
26    units in the department. These changes shall not impact federal
27    and state statutory responsibilities. The department, in
28    consultation with its statutory councils and commissions and
29    with the participation of fiscal and substantive legislative
30    committee staff, shall develop recommendations for
31    organizational, statutory, and budgetary changes that promote
32    efficient and effective use of state resources for the grant
33    programs assigned to the department. The Secretary of State
34    shall report such recommendations to the Governor, the President
35    of the Senate, and the Speaker of the House of Representatives
36    no later than December 15, 2003, for consideration during the
37    2004 Regular Session. This section expires July 1, 2004.
