Section 50. The Legislature recognizes that significant |
17
|
efficiencies may be obtained from the functional restructuring |
18
|
of the grant programs assigned to the Department of State. |
19
|
Therefore, in order to implement Specific Appropriations 2889- |
20
|
2897 of the 2003-2004 General Appropriations Act, and |
21
|
notwithstanding the requirements of chapters 257, 265, and 267, |
22
|
Florida Statutes, requiring grants to be administered in a |
23
|
specific department entity, the Secretary of State is authorized |
24
|
to adopt internal organizational changes during fiscal year |
25
|
2003-2004 to accommodate the consolidation of grant-processing |
26
|
units in the department. These changes shall not impact federal |
27
|
and state statutory responsibilities. The department, in |
28
|
consultation with its statutory councils and commissions and |
29
|
with the participation of fiscal and substantive legislative |
30
|
committee staff, shall develop recommendations for |
31
|
organizational, statutory, and budgetary changes that promote |
32
|
efficient and effective use of state resources for the grant |
33
|
programs assigned to the department. The Secretary of State |
34
|
shall report such recommendations to the Governor, the President |
35
|
of the Senate, and the Speaker of the House of Representatives |
36
|
no later than December 15, 2003, for consideration during the |
37
|
2004 Regular Session. This section expires July 1, 2004.
