14 On page 10, between lines 6 and 7,

16 insert:
17 Section 6. In order to implement Specific
18 Appropriations 59 and 109 of the 2003-2004 General
19 Appropriations Act, the requirements and operation of section
20 1008.22, Florida Statutes, relating to the FCAT examination
21 are suspended for the 2003-2004 fiscal year. The State Board
22 of Education shall issue emergency rules as necessary,
23 effective for the 2003-2004 fiscal year only, providing that
24 all programs that rely on FCAT scores shall be implemented
25 without using such scores. This paragraph expires July 1,
26 2004.
