14 On page 20, between lines 21 and 22,

16 insert:
17 Section 23. In order to implement Specific
18 Appropriations 2154 through 2155 of the 2003-2004 General
19 Appropriations Act, and notwithstanding the provisions of
20 section 471.003, Florida Statutes, the Department of Business
21 and Professional Regulation or FEMC may not use any funds to
22 investigate, prosecute, or maintain any action against an
23 employee or contractor of a sole proprietorship, firm, limited
24 liability company, partnership, joint stock association,
25 corporation, or other business entity that:
26 (1) Provides products, services, or a project
27 described in section 288.1045(1)(i), Florida Statutes, to an
28 agency or department of the United States, an agency or
29 department of a state government, or the government of a
30 foreign country which involves the design, development,
31 production, sale, or provision of defense or aerospace

1 products or services;
2 (2) Consists of or supports commercial aircraft and
3 the entity holds a certificate issued by the Federal Aviation
4 Administration under Chapter 21, Title 14, Code of Federal
5 Regulations;
6 (3) Consists of space vehicles or space services that
7 are subject to licensing or regulation by an agency or
8 department of the United States under Title 14, 47, or 48 of
9 the Code of Federal Regulations or for sale or use outside the
10 United States;
11 (4) Prohibits the use of the term "engineer" or
12 "engineering" in job title or personnel classification by an
13 employee or contractor, to the extent that the use of the
14 title or classification is related to activities described in
15 this paragraph; or
16 (5) Is employed by an entity not offering engineering
17 services to the public. Such employee or contractor may use
18 the title "engineer" or any title listed in section
19 471.031(1)(b), Florida Statutes, except "professional
20 engineer," "licensed engineer," or "registered engineer" if
21 such use does not indicate that the person is licensed and
22 authorized to practice engineering beyond the scope of the
23 exemptions in section 471.003(2), Florida Statutes.
24 (6) This section expires July 1, 2004.
