16	Between lines 476 and 477, insert:
17	(3) The Department of Education shall develop a salary
18	effort index for teachers that measure the ratio of annual
19	revenue available to districts for teacher salary purposes to
20	the actual teacher salaries that were paid. The purpose of the
21	study is to determine each district’s actual teacher salary paid
22	versus each district’s ability to pay. The ability to pay shall
23	be determined based on the State Base Student Allocation
24	adjusted by the District Cost Differential.
