13         Senate Amendment 
14         On page 159, between lines 28 and 29,
15  
16  insert:  
17         (8)  If, in defending a petition for benefits, an
18  employer or carrier incurs attorney's fees that exceed the fee
19  payable to the claimant's attorney under this section, the fee
20  limitations as set forth in this section shall not apply, and
21  the fee due the claimant's attorney shall be a reasonable fee
22  as determined by the judge of compensation claims.
