15	Between lines 702-703, and insert:

17	Section 10. Present subsection (5) of section 373.089,
18	Florida Statutes, is renumbered as subsection (6), and a new
19	subsection (5) is added to said section, to read:
20	373.089 Sale or exchange of lands, or interests or rights
21	in lands.--The governing board of the district may sell lands,
22	or interests or rights in lands, to which the district has
23	acquired title or to which it may hereafter acquire title in the
24	following manner:
25	(5) In any county in which more than 50 percent of the
26	lands within the county boundary are federal lands and lands
27	titled in the name of the state, a state agency, a water
28	management district, or a local government, those lands titled
29	in the name of a water management district that are not
30	essential or necessary to meet conservation purposes may, upon
31	request of a public or private entity, be made available for
32	purchase through the surplusing process in this section.
33	Priority consideration must be given to buyers, public or
34	private, who are willing to return the property to productive
35	use so long as the property can be reentered onto the county ad
36	valorem tax roll. Property acquired with matching funds from a
37	local government shall not be made available for purchase
38	without the consent of the local government.
