2 A resolution recognizing Elton Revell for
3 outstanding service to the State of Florida and
4 the Florida Senate.

6 WHEREAS, Elton Hudson Revell was born in the town of
7 Bonifay in Holmes County, Florida, and
8 WHEREAS, Elton graduated from Florida High School in
9 Tallahassee, where he set state records in track and field and
10 was a star football quarterback the year Florida High set the
11 current state record for nine straight shut-out games to
12 become the undefeated North Florida Conference Champions, and
13 WHEREAS, Elton Revell graduated from Florida State
14 University, where he played football with Seminole teammates,
15 such as Fred Biletnikoff, Steve Tensi, and FSU President T.K.
16 Wetherell, on the first FSU team to defeat the Florida Gators,
17 in 1964, by a score of 16 to 7, and on the first FSU team to
18 play in the Gator Bowl, defeating the University of Oklahoma
19 by a score of 36 to 19, and
20 WHEREAS, in his first state job, Elton earned money for
21 college during summer breaks as a fertilizer lab technician at
22 the Florida Department of Agriculture, and
23 WHEREAS, Elton began a full-time career with the State
24 of Florida in 1967, working at the Department of Education,
25 and
26 WHEREAS, Elton's career path included working for the
27 Florida Budget Commission and for the Department of
28 Administration and working as Inspector General for the
29 Department of Natural Resources, and
30 WHEREAS, on August 1, 1984, Elton Revell began 19 years
31 of employment with the Senate Committee on Appropriations, and

1 WHEREAS, Elton not only directed budget development for
2 the General Government Subcommittee for many years but also
3 played a key role each year in developing the comprehensive
4 state financial plan, and
5 WHEREAS, Elton served with distinction when promoted to
6 the position of Staff Director of the Senate Committee on
7 Appropriations, ably guiding the Senate through the challenges
8 of the appropriations process, and
9 WHEREAS, Elton has attained a prominent reputation as
10 an expert in the operations of state government and in the
11 state budgeting process, and has earned the sincere respect,
12 admiration, and affection of legislators for whom he has
13 worked and of subordinate staff he has trained and guided over
14 the years, and
15 WHEREAS, Elton's tenure with the Senate has been marked
16 by outstanding professionalism, including a strong work ethic,
17 as he always arrived at his desk well before 8 a.m. and often
18 worked well past 5 p.m., even during the interim, and
19 WHEREAS, Elton's professional life has reflected his
20 deeply-held personal and spiritual ideals, and
21 WHEREAS, Elton's great respect for the Florida
22 Legislature as an institution impelled him to protect,
23 maintain, and strengthen the integrity of the legislative
24 process, and
25 WHEREAS, having been trained to craft budgets with
26 green eyeshades, adding machines, and pencils, Elton
27 nevertheless embraced the transition into the age of
28 technology, mastering the computer applications that are now
29 used to produce budgets, and
30 WHEREAS, Elton's concept of a good vacation has been to
31 spend time at the family farm in Liberty County, putting on a

1 new tin roof, working in his plant nursery, and planting pine
2 trees for future sale, although while mowing the fields on his
3 beloved tractor and accompanied by his favorite herding dog,
4 Tuff, Elton formulated some of his best budget strategies, and
5 WHEREAS, Elton has imparted his love for the care and
6 enjoyment of horses to his three dear daughters, Stacy, Lisa,
7 and Laurie, and
8 WHEREAS, Elton is known for his quiet, patient manner,
9 exhibiting all the qualities of a true Southern gentleman, and
10 WHEREAS, Elton is well-prepared for his retirement,
11 having lived frugally, having built his houses with his own
12 hands, and having saved 95 cents from every dollar he ever
13 earned, and
14 WHEREAS, Elton Revell, having completed the maximum of
15 5 years in the Deferred Retirement Option Program, will
16 officially retire from state employment on June 30, 2003,
17 after a distinguished 36-year career, NOW, THEREFORE,
18
19 Be It Resolved by the Senate of the State of Florida:
20
21 That the Florida Senate extends its congratulations to
22 Elton Revell on the occasion of his retirement from employment
23 with the Senate and thanks him for his faithful service to the
24 officers, members, and staff of this legislative body.
25 BE IT FURTHER RESOLVED that a copy of this resolution,
26 with the Seal of the Senate affixed, be presented to Elton
27 Revell as a tangible token of the sentiments of the Florida
28 Senate.
