1 A bill to be entitled
2          An act relating to trust funds; creating s. 24.1127, F.S.;
3    creating the Video Lottery Administrative Trust Fund
4    within the Department of the Lottery; providing for source
5    of moneys and purposes; providing for annual carryforward
6    of funds; providing for future review and termination or
7    re-creation of the trust fund; providing for construction
8    of the act in pari materia with laws enacted during the
9    2003 Regular Session or the 2003 Special Session A of the
10    Legislature; providing a contingent effective date.

12          Be It Enacted by the Legislature of the State of Florida:
13         
14          Section 1. Section 24.1127, Florida Statutes, is created
15    to read:
16          24.1127 Video Lottery Administrative Trust Fund.--
17          (1) The Video Lottery Administrative Trust Fund is
18    created, to be administered by the Department of the Lottery.
19    Funds shall be credited to and distributed from the trust fund
20    as provided in s. 24.127, to be used for the purposes specified
21    in that section.
22          (2) Notwithstanding s. 216.301 and pursuant to s. 216.351,
23    any balance in the trust fund at the end of any fiscal year
24    shall remain in the trust fund at the end of the year and shall
25    be available for carrying out the purposes of the trust fund.
26          (3) Pursuant to s. 19(f)(2), Art. III of the State
27    Constitution, the trust fund shall, unless terminated sooner, be
28    terminated on July 1, 2007. However, prior to its scheduled
29    termination, the trust fund shall be reviewed as provided in s.
30    215.3206(1) and (2).
31          Section 2. If any law amended by this act was also amended
32    by a law enacted at the 2003 Regular Session of the Legislature
33    or at the 2003 Special Session A of the Legislature, such laws
34    shall be construed as if they had been enacted at the same
35    session of the Legislature, and full effect shall be given to
36    each if possible.
37          Section 3. This act shall take effect July 1, 2003, if
38    House Bill 13B or similar legislation is adopted in the same
39    legislative session or an extension thereof and becomes law.
