11  Senator Jones moved the following amendment:

13         Senate Amendment 
14         On page 18, lines 23-24, delete
15  
16  and insert:  a cap on noneconomic damages is imposed under
17  certain circumstances.
18         (14)  The Legislature finds that the high cost of
19  medical malpractice claims can be substantially alleviated, in
20  the short term, by imposing a limitation on noneconomic
21  damages in medical malpractice actions under certain
22  circumstances.
23         (15)  The Legislature further finds that there is no
24  alternative measure of accomplishing such result without
25  imposing even greater limits upon the ability of persons to
26  recover damages for medical malpractice.
27         (16)  The Legislature finds that the provisions of this
