1	A bill to be entitled
2	An act relating to the salaries of legislators; providing
3	that the salaries of legislators shall not be increased
4	until December 1, 2003; providing that the increase in
5	such salaries on December 1, 2003 shall be limited to 2
6	percent; providing for future repeal; providing for
7	construction of the act in pari materia with laws enacted
8	during the 2003 Regular Session or the 2003 Special
9	Session A of the Legislature; providing an exception;
10	providing an effective date.

12	Be It Enacted by the Legislature of the State of Florida:

14	Section 1. In order to implement Specific Appropriations
15	2526 and 2527 of the 2003-2004 General Appropriations Act, and
16	notwithstanding the provisions of section 44 of SB 4A enacted
17	during the 2003 Special Session A, section 11.13(1)(b), Florida
18	Statutes, or any other law, the salary of members of the Senate
19	and the House of Representatives shall not be calculated
20	according to that paragraph; instead, the annual salaries of
21	members of the Senate and the House of Representatives for the
22	2002-2003 fiscal year shall not be increased until December 1,
23	2003, at which time the annual salaries for such officers shall
24	be increased 2 percent for the remainder of the 2003-2004 fiscal
25	year. This section expires June 30, 2004.
26	Section 2. Except as specifically provided to the contrary
27	in this act, if any law amended by this act was also amended by
28	a law enacted at the 2003 Regular Session of the Legislature or
29	at the 2003 Special Session A of the Legislature, such laws
30	shall be construed as if they had been enacted at the same
31	session of the Legislature, and full effect shall be given to
32	each if possible.
33	Section 3. This act shall take effect upon becoming a law
34	and shall be given retroactive application to July 1, 2003.
