15	Between lines 1490 and 1491, insert:
16	Section 32. Section 627.41495, Florida Statutes, is
17	created to read:
18	627.41495 Consumer participation in rate review.--
19	(1) Upon the filing of a proposed rate change by a medical
20	malpractice insurer, self-insurer, or risk retention group, the
21	director of the Office of Insurance Regulation shall require the
22	insurer, self-insurer, or risk retention group to give notice to
23	the public and to the insureds or associations of insureds of
24	the insurer, self-insurer, or risk retention group making the
25	filing.
26	(2) The rate filing shall be available for public
27	inspection. If any insureds or associations of insureds of the
28	insurer, self-insurer, or risk retention group filing the
29	proposed rate change request the director of the Office of
30	Insurance Regulation to hold a hearing within 30 days after the
31	mailing of the notification of the proposed rate changes to the
32	insureds, the director shall hold a hearing within 30 days after
33	such request. Any consumer may participate in such hearing, and
34	the office shall adopt rules governing such participation.
