16	Section 55. Any limitations on damages contained in this
17	act shall be repealed on July 1, 2008, unless the Office of
18	Insurance Regulation certifies that medical malpractice
19	liability insurance premiums have been reduced by an industry
20	average of 20 percent prior to that date.
