15 On page 3, between lines 16 & 17,

17 insert:
18 Section 2. Beginning with the 2003-2004 school year,
19 each school designated as a "D" or an "F" school at the end of
20 the previous school year shall provide an intensive reading
21 program for all students at each grade level beginning in
22 grade 1 and ending in grade 12. As used in this section, the
23 term "intensive reading program" means a part of the student's
24 school day that is in addition to the student's regular
25 instruction, and includes, but is not limited to, a series of
26 sessions of reading instruction with a certified reading
27 instructor and the individual student in which the following
28 are offered, based on the student's learning style:
29 1. phonemic awareness;
30 2. phonics;
31 3. fluency;

2 5. vocabulary.

4 The student's progress must be checked a minimum of three
5 times during the school year to assess the teaching method
6 used and to assure that progress is being achieved. Following
7 the student's completion of the intensive reading program,
8 each student shall be reassessed and the results shall become
9 a part of the student's academic improvement plan.

16 On page 1, line 18, after the semicolon

18 insert:

23 requiring reassessments of students following
24 the completion of the program; providing for
25 assessment results;
