1 A bill to be entitled
2          An act relating to pugilistic exhibitions; providing a
3    popular name; amending s. 548.006, F.S.; requiring any
4    amateur boxing, kickboxing, or mixed martial arts match
5    held in this state to be sanctioned by a sanctioning body
6    approved by the Florida State Boxing Commission; amending
7    s. 548.007, F.S., relating to applicability of ch. 548,
8    F.S., to amateur matches and certain other matches or
9    events, to conform; amending s. 548.008, F.S.; increasing
10    the penalties for participating in or promoting a
11    professional or amateur toughman or badman match;
12    providing for construction of the act in pari materia with
13    laws enacted during the 2003 Regular Session, the 2003
14    Special Session A, or the 2003 Special Session B of the
15    Legislature; providing an effective date.

17          Be It Enacted by the Legislature of the State of Florida:
18         
19          Section 1. This act shall be known by the popular name the
20    "Stacy Young Act."
21          Section 2. Subsection (4) is added to section 548.006,
22    Florida Statutes, to read:
23          548.006 Power of commission to control pugilistic contests
24    and exhibitions; certification of competitiveness of mixed
25    martial arts and kickboxing matches.--
26          (4) Any amateur boxing, kickboxing, or mixed martial arts
27    match held in this state must be sanctioned by a sanctioning
28    body approved by the commission.
29          Section 3. Section 548.007, Florida Statutes, is amended
30    to read:
31          548.007 Applicability of act to amateur matches and
32    certain other matches or events.--With the exception of ss.
33    548.006(4) and s.548.008, ss. 548.001-548.079 do not apply to:
34          (1) Any match in which the participants are amateurs;
35          (2) Any match conducted or sponsored by a university,
36    college, or secondary school if all the participants are
37    students regularly enrolled in the institution;
38          (3) Any match conducted or sponsored by a nationally
39    chartered veterans' organization registered with the state;
40          (4) Any match conducted or sponsored by any company or
41    detachment of the Florida National Guard; or
42          (5) Any official Olympic event.
43          Section 4. Subsection (2) of section 548.008, Florida
44    Statutes, is amended to read:
45          548.008 Toughman and badman competition prohibited.--
46          (2) Any person participating in or promoting a
47    professional or amateur toughman or badman match commits is
48    guilty of a felony misdemeanor of the third seconddegree,
49    punishable as provided in s. 775.082, or s. 775.083, or s.
50    775.084.
51          Section 5. If any law amended by this act was also amended
52    by a law enacted at the 2003 Regular Session, the 2003 Special
53    Session A, or the 2003 Special Session B of the Legislature,
54    such laws shall be construed as if they had been enacted at the
55    same session of the Legislature, and full effect shall be given
56    to each if possible.
57          Section 6. This act shall take effect upon becoming a law.
