15	Between lines 3621 and 3622, insert:

17	The limitation provided by this subsection applies only to
18	noneconomic damages awarded as a result of any act or omission
19	of providing medical care or treatment, including diagnosis that
20	occurs prior to the time the patient is stabilized and is
21	capable of receiving medical treatment as a nonemergency
22	patient, unless surgery is required as a result of the emergency
23	within a reasonable time after the patient is stabilized, in
24	which case the limitation provided by this subsection applies to
25	any act or omission of providing medical care or treatment which
26	occurs prior to the stabilization of the patient following the
27	surgery.
