An act relating to courthouse bonds; authorizing certain |

counties to provide by ordinance for the increase of |
4
|
service charges under certain circumstances; authorizing |
5
|
refinancing under certain circumstances; providing an |
6
|
effective date. |

Be It Enacted by the Legislature of the State of Florida: |

|

Section 1. Those counties which have heretofore imposed by |
11
|
ordinance increased service charges pursuant to s. 28.2401, s. |
12
|
28.241, or s. 34.041, Florida Statutes, to secure the payment of |
13
|
the principal of and interest on bonds issued by such counties |
14
|
prior to July 1, 2003, to finance state court facilities are |
15
|
hereby authorized to provide by ordinance for the imposition of |
16
|
service charges commencing on July 1, 2004, in excess of any |
17
|
caps now or hereafter imposed by general law on the service |
18
|
charges imposed by s. 28.2401, s. 28.241, or s. 34.041, Florida |
19
|
Statutes, for the purpose of paying the principal of and |
20
|
interest on such bonds until their stated maturities. Fines and |
21
|
forfeitures collected pursuant to s. 34.191, Florida Statutes, |
22
|
to the extent pledged prior to July 1, 2003, to pay debt service |
23
|
on such bonds shall continue to be paid to such counties and |
24
|
increased by ordinance of such counties if such increased |
25
|
service charges are insufficient to pay such debt service. |

|
Refinancing shall be permitted so long as there is a cost |
27
|
savings but in no case shall the existing activity date be |
28
|
extended. |

Section 2. This act shall take effect upon becoming a law. |
